Houston taxi drivers will face lower fees and fewer regulations under a plan approved by City Council. The new rules come as taxi companies struggle to stay financially afloat amid increased competition from ride-sharing companies such as Lyft and Uber. Under the plan, the city will lower taxi permit fees from $580 to $450, and create a three-time lottery system through which almost 900 new permits will be issued by 2020.
